ARTICLE 3 - 6

POLICE REGULATIONS

Sec. 1. No owner or persons having charge of any horse, cow, swine, sheep, goat or any other grazing animal, shall permit the same to pasture on any Town owned property.

Sec. 2. No person shall coast on or access any public sidewalk or street of the Town, except at such times and in such places as may from time to time be designated by the Board of Selectmen.

Sec. 3. No person shall extinguish any street light, or extinguish or remove any light placed to warn the public against an obstruction or defect in any street or way, unless such person is authorized by those having charge of such lights or of the street or way, to do so.

Sec. 4.         No person shall drink alcoholic beverages as defined in Chapter 138, s. 1 of the General Laws while on, in or upon any public way or upon any way to which the public has a right of access as invitees or licenses, in any park or playground, private lane or place, without the consent of the owner or persons in control thereof.  All alcoholic beverages being used in violation of this ordinance shall be seized and safely held until final adjudication of the charges against the person or persons arrested or summoned before the court.  Whoever violates any provision of this By-Law shall be liable to a
        penalty of not more than $50.00 for each violation.

Sec. 4A  Public Consumption of Marihuana or Tetrahydrocannabinol
No person shall smoke, ingest, or otherwise use or consume marihuana or tetahydrocannabinol (as defined in G.L. 94C, Section 1, as amended) while in or upon any street, sidewalk, public way, footway, passageway, stairs, bridge, park, playground, beach recreation area, boat landing public building, schoolhouse, school grounds, cemetery, parking lot, or any area owned by or under the control of the town, or in or upon any bus or other passenger conveyance operated by a common carrier; or in any place accessible to the public.

This by-law may be enforced through any lawful means in law or in equity including, but not limited to. enforcement by criminal indictment or complaint pursuant to G.L. c. 40, Section 21, or by noncriminal disposition pursuant to G.L. c 40, s 21D, by the Board of Selectmen, the Town Administrator, or their duly authorized agent, or any police officer. ~The fine for violation of this by-law shall be three hundred dollars ($300.00) for each offense. Any penalty imposed under this by-law shall be in addition to any civil penalty imposed under G.L. c. 94C, section 321.



PARKING

Sec. 5A.        TOWING OF VEHICLES

If in any calendar year, and in the calendar year immediately preceding, five or more notices in the aggregate may have been affixed to a motor vehicle as provided in Section 20C of Chapter 90 of the General Laws and not been disposed of, such vehicle may be removed to, and stored in a convenient place in the Town, until all charges lawfully imposed for such removal and storage have been paid and due notice has been received that either the fines provided in such notices have been paid or security for payment thereof has been deposited.  Fees for said towing and storage shall be those set by the Massachusetts Department of Public Works.



Sec. 5B.        HANDICAPPED PARKING

It shall be unlawful for any person to park or leave standing any vehicle or pick-up truck used exclusively for noncommercial purposes not bearing or displaying the 'international symbol of access" for handicapped persons legally issued to said vehicle or person being transported within or in an area restricted for such vehicles, such area shall include ramps or curb cuts so designated.  This by-law shall apply to all parking spaces and facilities owned by the Town and to all parking spaces in privately owned or operated parking lots.
