Special Town Meeting - March11, 1996
SPECIAL TOWN MEETING
March 11, 1996


Moderator Charles Mann called the meeting to order at 7:35 p.m. in the auditorium of the Whitman-Hanson Regional High School with Wesley Blauss, Joanne Blauss and Joseph O'Sullivan appointed and sworn in as tellers.

Town Counsel was Everett Marder from Kopelman and Paige.

The Pledge of Allegiance was recited by the Town Meeting.

The Chair declared a unanimous vote to waive the reading of the Warrant.

The Chair declared a quorum to be present.

The meeting was recessed for a short time to allow additional voters to be checked into the meeting.


ARTICLE  1:  To see if the Town will vote to transfer from the May, 1995 Annual Town Meeting, line 17, Audit, line 18, Utilities; and/or line 86, Veterans a sum of money to pay for feasibility, independent review certification, and schematic drawings for a new middle school and renovations at the Indian Head School or take any other action in relation thereto.

                                Proposed by the Board of Selectmen

Explanation:  These schematic architectural drawings are needed to enable the Town to move forward in the SBAB approval process.

VOTED Aye, unanimous to transfer from the May, 1995 Annual Town Meeting, Article 5, line 17, Audit, $2,000; line 18, Utilities, $6,000 and line 86, Veterans, $5,000 for a feasibility study, independent review certification, and schematic drawings for a new middle school and renovations at the Indian Head School.
ARTICLE   2:  To see if the Town will vote to transfer the care, custody and control of the Town land described below to the Board of Selectmen for the purpose of sale or lease and to authorize the Board of Selectmen to sell for the sum of one dollar or to lease to the Plymouth County Commissioners, upon such terms and conditions as the Board of Selectmen shall deem appropriate, a parcel of land containing approximately + or - one acre, situated off the southerly end of Industrial Boulevard in the Town of Hanson, Ma.

The first four courses in this description are to place the starting point of the parcel herein described.

        Beginning at the Southerly sideline (cul-de-sac) of Industrial Boulevard at a corner of Parcel 16, as shown on Land Court Plan #32206D.
        Thence South 24 degrees-13'-33" East by Parcel 16, 90.17 feet to a point;
        Thence South 71 degrees-47'-00" West by Parcel 16, 59.37 feet to a concrete bound;
        Thence South 29 degrees-30'-30' East through land of Town of Hanson, 539.00 feet to a point;
        Thence North 60 degrees-29'-30' East through land of Town of Hanson, 150.00 feet to the starting point of the following described parcel of land;
        Thence North 60 degrees-29'-30" East through land of Town of Hanson, 208.71 feet to a point;
        Thence South 29 degrees-30'-30" East through land of Town of Hanson 208.71 feet to a point;
        Thence South 60 degrees-29'-30" West through land of Town of Hanson, 208.71 feet to a point;
        Thence North 29 degrees-30'-30" West through land of Town of Hanson, 208.71 feet to the starting point.

For a more particular description, reference is made to a Plan Entitled "Sketch Plan of land in Hanson, Mass., Scale 1" = 40', February 5, 1996, Perkins Engineering, Inc., Rockland, Mass."

or take any other action in relation thereto.

VOTED Aye 194, Nay 3 (motion successful, 2/3's achieved) to transfer the care, custody and control of the Town land as described in the warrant to the Board of Selectmen for the purpose of sale or lease with the option to buy and to authorize the Board of Selectmen to sell for the sum ot one dollar or to lease to the Plymouth County Commissioners, upon such terms and conditions as the Board of Selectmen shall deem appropriate, a parcel of land containing approximately + or - one acre, situated off the southerly end of Industrial Boulevard in the Town of Hanson, Ma.
        

ARTICLE  3:  To see if the Town will vote to transfer the care, custody and control of a portion of the Town land described below to the Board of Selectmen for the purpose of granting an easement and to authorize the Board of Selectmen on behalf of the Town of Hanson to grant an easement to the Plymouth County Commissioners, upon such terms and conditions as the Board of Selectmen shall deem appropriate, said land described as follows:

A certain 50 foot wide easement situated off the Southerly end of Industrial Boulevard (cul-de-sac) in the Town of Hanson, Massachusetts.

        Beginning at a point in the Southerly sideline (cul-de-sac) of Industrial Boulevard at a corner of Parcel 16, as shown on Land Court Plan #32206D.
        Thence on a curve to the left with a radius of 90.00 feet Northerly in said sideline, an arc distance of 63.32 feet;
        Thence South 24 degrees-13'-33" East through land of Town of Hanson, 117.22 feet to a point;
        Thence South 46 degrees-03'-53: East through land of Town of Hanson, 555.40 feet to a point at 1 acre parcel to be conveyed to the inhabitants of Plymouth County;
        Thence South 60 degrees-29'-30" West by land to be conveyed to the Inhabitants of Plymouth County, 52.16 feet to a point;
        Thence North 46 degrees-03'-53" West through land of Town of Hanson 550.19 feet to a point;
        Thence North 24 degrees-13'-33" West by Parcel 16 as shown on L.C. Plan #32206D, 90.17 feet to a point in the Southerly sideline of Industrial Boulevard, being the point of beginning.

ARTICLE  4:  To see if the Town will vote to adopt a resolution recognizing that Plymouth County is exempt from local zoning bylaws, and expressing the Town's strong sentiment that the County's proposed communication tower be waived from the Hanson Board of Appeals site plan review, pursuant to Hanson's zoning bylaws or take any other action in relation thereto.

                                Proposed by the Board of Selectmen

VOTED Aye 110, Nay 64 to adopt a resolution recognizing that Plymouth County is exempt from local zoning bylaws, and expressing the Town's strong sentiment that the County's proposed communication tower to be located at the Industrial Park site be waived from the Hanson Board of Appeals site plan review, pursuant to Hanson's zoning bylaws.


ARTICLE  5:  To see if the Town will vote to transfer the care, custody and control of a portion of the Town land described below to the Board of Selectmen for the purpose of granting an easement and to authorize the Board of Selectmen on behalf of the Town of Hanson to grant an easement of land to the Hanson Housing Authority, upon such terms and conditions as the Board of Selectmen shall deem appropriate, said land and easement described as follows:

An easement to pass and repass, maintain, repair, pave and repave the bituminous concrete driveway shown on the easterly portion of lot C on a plan entitled "Plan of Land, Showing Parcel 40-24 and 33-17D, being divided into lots A, B, and C, 533 Main Street, (Rte. 27) Hanson, Ma., Stenbeck and Taylor, Inc." recorded at Plymouth Deeds Plan 90, number 434

or take any other action in relation thereto.
