Moderator Charles W. Mann called the meeting to order at 7:40 p.m. in the Auditorium of the Middle School with James Armstrong, Sandra Gowin and Robert Forte appointed and sworn in as tellers.

Town Counsel was Richard Bowen from Kopelman and Paige.

A quorum was declared present.

ARTICLE  1:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts and/or transfer from the 1999 Annual Town Meeting, Article 5, Line 93, S.S. Vo-Tech, to be added to the 1999 Annual Town Meeting Article 5, Line 97, Police Other Wages or take any other action in relation thereto.

                        Proposed by the Police Chief

Explanation:  This amount is needed to get through the balance of this fiscal year.

VOTED Aye unanimous to transfer $10,000 from Free Cash to be added to the 1999 Annual Town Meeting, Article 5, line 97 Police Other Wages.

ARTICLE   2 :  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts and/or transfer from the 1999 Annual Town Meeting, Article 5, Line 93, S.S. Vo-Tech, to be added to the 1999 Annual Town Meeting Article 5, Line 30 Clerical Wages or take any other action in relation thereto.

                                                                       Proposed by the Board of Selectmen

Explanation:  We have had an employee out for an extended period of time due to illness and it was necessary to hire a part-time person to cover the office.  In addition, due to the number of additional staffing requests and vacation coverage, the overtime fund for this budget item has been depleted.  This article is necessary to fund the line in order pay the clerical wages for the balance of the fiscal year.

ARTICLE   3 :  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts to be added to the 1999 Annual Town Meeting, Article 5, Line 7, Town Insurance or take any other action in relation thereto.

Vo-Tech, to be added to the 1999 Annual Town Meeting Article 5, Line 15, Copier Supplies or take any other action in relation thereto.

ARTICLE   5:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts to be added to the 1999 Annual Town Meeting Article 5, Line 14, Legal Expenses or take any other action in relation thereto.

ARTICLE 6:  To see if the Town will vote to add to section 11C, Line Q of the Personnel Classification and Compensation By-Law of the General By-Laws the position Assistant Caretaker: $8.00 to $10.00 to be established immediately or take any other action in relation thereto.

        Explanation:  No funds need to be appropriated for this position as the funding will come from the Revolving account.

A $500.00 stipend will be paid in June of each fiscal year to those Call Firefighters who successfully complete and maintain the certification of an EMT recognized by the State and approved by the Fire Chief.

VOTED Aye, voice to amend the General Bylaws, Article 2-12, Classification and Compensation by deleting Section 11A through 11F and inserting the new section 11A through 11F with the addition in section 11C of line q. Assistant Caretaker with a salary range of $8.00 to $10.00 an hour and deleting in column 7/1/00  b. of Section 11A Town Accountant “40,000 to 50,000 “and inserting in its place “40,000 to 50,439” and deleting in column 7/1/00 line a. of section 11B Management Assistant to Board of Selectmen  “13.00 to 17.00” and inserting in its place “$13.00 to $17.19”.


ARTICLE   8:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts and/or transfer from the 1999 Annual Town Meeting, Article 5, Line 93, S.S. Vo-Tech, to be added to the 1999 Annual Town Meeting Article 5, Line 105, Highway Other Salaries and Wages or take any other action in relation thereto.

Explanation:  This winter has depleted our overtime funds and this appropriation is needed to complete this fiscal year.

ARTICLE   9:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts to be added to the 1999 Annual Town Meeting, Article 5, Line 101, Fire Chief Wages or take any other action in relation thereto.

        Explanation:  It is necessary to increase the line due to the settlement of the fire contract.  The Chief’s pay is based on the highest firefighters pay as provided by statute.

ARTICLE  10:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts to be added to the 1999 Annual Town Meeting, Article 5, Line 102, Firefighters- F/T Wages  or take any other action in relation thereto.

        Explanation:  To fund the contract for Fiscal Year 2000.

ARTICLE  11:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from additional lottery receipts and/or transfer from Ambulance Fees  to be added to the 1999 Annual Town Meeting, Article 5, Line 104, Fire Dept. Expenses  or take any other action in relation thereto.

                                                Proposed by the Fire Chief

        Explanation:  This is to fund the reimbursement for the firefighters who have completed the Paramedics course on their own and to purchase necessary equipment and medications to start the Paramedic services for the Town.

VOTED  Aye, voice to transfer $7,000.00 from the Additional Lottery Receipts and transfer $35,000.00 from the Ambulance Fee Fund to be added to the 1999 Annual Town Meeting, Article 5, line 104, Fire Department Expenses.

ARTICLE 12:  To see if the Town will vote to allow the Parks and Fields Commission to use and control of a portion of the Town Forest for a Skate Board Complex.  This portion to be that which abuts Botieri Field, or take any other action in relation thereto.

ARTICLE 13:  To see if the Town will vote to transfer a sum of money from available free cash and/or transfer from the Additional Lottery Receipts to purchase bleachers for the Botieri Field or take any other action in relation thereto.

ARTICLE 14:  To see if the Town will vote to transfer a sum of money from the Recap-Tax Title Account to an article for the Treasurer/Collector use in Tax Title procedures to take any action in relation thereto.

        Explanation:  This is a housekeeping item suggested by the Department of Revenue to change the location of the existing account.

ARTICLE 15:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from the Additional Lottery Receipts to be added to the October 1998 Special Town Meeting, Article 9, Town Hall Renovations or take any other action in relation thereto.

        Explanation:  These funds are necessary to replace the money expended for the six heaters on the roof of the old section of the Town Hall.

ARTICLE  17:  To see if the Town will vote to transfer a sum of money from available free cash, and/or transfer from the additional lottery receipts to be added to the1999 Annual Town Article 5, Line 46, Election Wages and/or Article 5, Line 47, Election Expenses or take any other action in relation thereto.

        Explanation:  These funds are needed to cover the costs incurred by the election in October.

ARTICLE 19:  To see if the Town will vote to raise through borrowing the sum of $81,012.37 in anticipation of reimbursement from the State under Chapter 53, of  the Acts of 1999 (6037-0019), for continuing state aid construction of public highways approved by the Board of Selectmen and the Massachusetts Highway Department or take any other action in relation thereto.

ARTICLE 20:  To see if the Town will vote to transfer $6,000.00 from Free Cash and or Additional Lottery Receipts to the May 3, 1999 Annual Town Meeting Article 5, Line 112, Street Sweeping or take any other action in relation thereto.

ARTICLE 22: To see if the Town will vote to transfer from the Water Surplus Account, a sum of money to pay a court judgment for the proposed Pleasant Street Well Property or take any other action in relation thereto.

ARTICLE  23: To see if the Town will vote to transfer from the Water Surplus Account, a sum of monies to be added to the October 2, 1995 Special Town Meeting, Article 19, Water Exploration, or take any other action in relation thereto.

VOTED Aye 90, Nay 68 to transfer from the Water Surplus Account, $108,000.00 to be added to the October 2, 1995 Special Town Meeting, Article 19, Water Exploration.

ARTICLE 24:  To see if the Town will transfer a sum of money from free cash, the stabilization fund or lottery receipts to fund an engineering plan necessary to obtain local and state approval of a fire protection system at Camp Kiwanee and Cranberry Cove or take any other action in relation thereto.

ARTICLE 25:  To see if the Town will vote to transfer a sum of money from Free Cash and/or transfer from Additional Lottery Receipt to pay unpaid bills from fiscal year 1999.

VOTED Aye unanimous to transfer $382.64 from Free Cash to pay unpaid bills from the fiscal year 1999.

ARTICLE 26:  To see if the Town will vote and approve a transfer of a sum of money from Stabilization to install a new HVAC system in the Library/Senior Center or take any other action in relation thereto.

                                                Proposed by the Capital Improvement Comm.

Finance Committee does not recommend.

ARTICLE 27:  To see if the Town will vote to accept G. L. Chapter 41, Section 19K and G.L. Chapter 41, Section 108P, which sections provide for additional compensation of a Town Clerk or Municipal Collector or Treasurer upon certification to take any other action thereto.

        Explanation:  Allows additional compensation of a Town Clerk or Municipal Collector or Treasurer upon certification.  The additional compensation shall be an amount equal to 10% of such annual compensation, but not more than $1,000.00 per year.

ARTICLE 28:  To see if the Town will vote to transfer a sum of money from available Free Cash and/or transfer from Additional Lottery Receipts to be added to the 1999 Annual Town Meeting Article 5 Line 86 Veteran’s Benefits or take any other action in relation thereto.

ARTICLE 32:  To see if the Town will vote to transfer the $500.00 balance from the 175th Anniversary Account for the purpose of summer band concerts under the direction of the Board of Selectmen or take any other action in relation thereto.

ARTICLE 33:  To see if the Town will vote to transfer from available Free Cash and/or transfer from additional Lottery Receipts and/or the Stabilization Fund the sum of Forty Thousand ($40,000) for the purchase of MGL c. 61A land located on Assessors Plan 31, Lots 3, 4A and 5 currently owned by Northland Cranberry or take any other action in relation thereto.
